Trump Administration Begins Quiet Preparations For Government Shutdown

Even as Donald Trump is desperate to show to the USpopulation, andespeciallyhisvoterbase, someactualachievement beforehisfirst 100days run outnext weekend,promptinghim to tell AP that he will unveil a "tremendous" tax ut plannext week (recall he did the same in February), the Trump administration is quietlypreparing for thepossibility of a governmentshutdown,even though thepresident andhis staffbelieve one is unlikely to occur.

With the Senatereconvening on Monday and the House of Representatives on Tuesday after atwo-weekrecess, lawmakers willhave only fourdays topass aspending package to keep the governmentopenbeyond April 28,whenfunding expires for numerousfederalprograms. "I think we want to keep the governmentopen," Trump said on Thursday,adding he thinks Congress canpass thefunding legislation andperhapsalso arevamped healthcare bill.

Trump'swish may beproblematic: as a reminder, the government willshut downmidnight on April 28 if Congress cannot agree on aspending bill. As reported over thepast week, the measure hit various snags over Trump'sdemands to includefunding for Trump’sborder wall and adebate over money for an ObamaCareinsurersubsidyprogram,bothprogramswhich virtually assure thespending bill will notpass.

As a result, the Office of Management and Budget (OMB)has begun tocoordinate with government agencies to plan for a possibleshutdown. “While we do not expect alapse,prudence andcommonsenserequire routineassessments will bemade,” OMB Director Mick Mulvaney said in astatement.

Theofficeset up a phone call to go over the agencies’shutdown plans,which could include steps such asfurloughs forfederal workers. The OMB said the plans werereviewed ahead of a possibleshutdownlast December and are unlikelyto berevised.
